在MIA发给中介的Budget解释中有这样一条：
Age Pension and Disability Support Pension eligibility
From 1 July 2018, stricter residency rules for new migrants to access Australian pensions will be introduced.
Claims will be required to have 15 years of continuous Australian residence before being eligible to receive the Age Pension.
这条是指新移民（在2018 7月1日之后请求的，仍是2018 7月1日登陆？）或者是一切养老金的新请求人都必需要住15年？
