对于General Residential Zone 1, council 有下列规则：
Any new wall on a boundary should be setback at least 十二 metres from the front boundary or 3 metres further than the average set back of the buildings on adjoining allotments, whichever is the lesser.
新墙要从前界限线退十二米或者最少比街坊屋宇退后3米。
比街坊退后3米的话，从街坊的porch开始算仍是从街坊的后面墙开始算？
