降到零的话，商业银行，央行，政府的IT零碎都会解体的。
绝大部份银行的中心零碎都是上个世纪的。
数据构造限度，利率必需是正浮点数。positive normal floating-point numbers
去年底做过负利率测试，四大没有一个敢说本人零碎没问题的。NAB间接说中心零碎确定不行。
并且即便IT零碎没问题，负利率还需求好几个前置步骤：
1. RBA would first need to decree the negative interest rate policy.
2. Once that happens, co妹妹ercial banks would then need to update their policies and then apply it to existing customers.
所以，四月一定不会再降息。
