Dear Shirley,
Yes the foil seal can be slightly inflated, but the milk powder is still
safe to use if the pressure is intact and the can is not punctured.
In the factory when the cans are filled, the foil seal that you see as the
top of the can is actually the bottom on the factory line. The scoop is
dropped in, then the milk powder, and then it is weighed to check that it
weighs 900g and the bottom of the can is placed on and sealed after the
oxygen is removed and replaced with Nitrogen. This is how we get the long
shelf life with this natural biological product. Changes of air pressure
therefore affect the nitrogen in the can differently from the effect they
have on the ambient air containing oxygen. This can cause the foil seal to
bulge.
