怎么觉得在境内也能够请求103呢？
移民局网站上是这样说的：
You can apply for this visa outside Australia. If you are in Australia, you can apply only if your temporary visa lets you apply for another visa while you are in Australia. You must be outside Australia when the visa is decided.
假如游览签证没有8503条款，意思就是能够apply for another visa吧？是否就能请求103呢？

This is an offshore visa, no bridging visa anyway...even you can lodge when you actually in OZ, still need to leave when your current temp visa expired.
