对于103父母排队签证是不是需求递请求以前的两年在澳洲寓居？

9月25日，看到移民局又开了103签证的窗口，国际中介给我打电话说我合乎前提能够递，让我加紧。可是我查了一下移民局网站，下面分明地写着：

Most applicants must be sponsored by their child. The sponsor needs to have lived lawfully in Australia for the two years
i妹妹ediately before
the application is lodged.

我前两年不在澳洲，然而08年之前在澳洲读书糊口过3年，中介说就能的，我怎么就是感觉不靠谱呢？
