New customers can now activate a $2 SIM via optus.com.au/activate and choose the $20 Roaming option. The $20 roaming option will only be available for activation on the Optus Prepaid Epic data plan. All SIM activations must occur within Australia.

最新optus网站（链接1）的意思应该是只能叠加在已有的plan上，而不是一个空的$2sim，这个和老的optus（链接2）意思是有冲突的。
今天去店里问了下，应该不行，又问了optus客服，也不行，算了。
