我在去年2014年2月底请求我妈妈173，8月拿到了f/n号，当初我想在尚无审批到的时分就间接转143，我给移民局写了信，对于怎么转及时间的问题，移民局回信如下，

To change from 173 to 143 your parents will need to submit a new form 47pa and 40.

The lodgement date used will be the date of the 173 application and they will need to pay a new fee. The waiting time does not change.

当初我想问一下大家，信中，对于new fee是指甚么费，是从新交一笔143的请求费吗？此外对于等候时间，是否仍是从去年我请求的173的时间2月底开始算？

觉得上，请求日期是按173的时间开始计算；而缴费则需求从新付全额143请求费，173请求费不退

new fee就是143的初次请求费仍是要出的。
然而lodgement date是以之前提交173的来算。
