对于 final inspection 求教

想买的房子，verandah 有 permit 然而没有 final inspeciton。 conveyance 在合同中加了一条：
The vendor agrees to provide a final insepction certificate for the varandah. This special condition is for the benefit of the purchaser. If the vendor fails to provide the document within the specified timeframe, the purchaser may terminate the contract by giving written notice.

过几天买方提供了 final inspection，然而我问中介是不是曾经 lodge 给了 Council，中介回答我说卖家只担任提供，需求我去lodge。（房子没有 settle，为何要我去 lodge?）

我打电话给 building surveyor，他倒是容许了，明天 lodge 给 Council，同时也发给我了。

然而我发现，final inspection 和 他给 Council 的邮件，公司称号统一，地址、电话、电邮都纷歧样。这2份文件出具的日期先后只差几天，不成能有变动。

筹备今天再打电话去问。真的太奇怪了。
final inspection 不会有甚么问题吧？
卖方的 conveyance 还催着我的 conveyance 出具 unconditional 的意见，假如出具后，final inspection 有问题的结果也是我承当吗？

打电话去问了，回答说出final certificate的和当初的公司合并了，所以final certificate 和给council的邮件，分割形式不同
