电费怎么样选择？

大家好：

电费有三种：

single rate

controlled （hot water）

peak，shoulder and off peak


我的了解是：
single rate，无论何时用电都是平价，免费个别低于用电顶峰peak，然而高于off peak；
controlled（hot water），这个controlled是controll甚么？我能够注册一个烧热水用的家电，此外算钱？
peak，shoulder and off peak，非用电顶峰off peak，非顶峰向顶峰适度shoulder，顶峰peak，都是分别算钱？
