请问subdivision的无效期

原房主在98年时请求过创新+subdivision的da，council批了。过后无效期2年。

起初只进行了创新，没有分地。中介说依然是无效的，

我感觉很奇怪。 既然过后说无效期2年，那当初请求创新和分区council纷歧定赞成吧，应该过了20年后那房子将近百年了。
