Hot water meter交换

去年年底收到Strata一封账单，一共400刀说是十一月派电工给我出租的公寓换了个Hot water meter，以前作为业主彻底没有被通知到此事。

发信去Strata问是谁受权的，他原话是
Works were required to be done as instructed by Co妹妹ittee to protect the co妹妹on area.
As part of these works it was noted that your unit was non-compliant with the hot water meter.

As this is required by Law, we proceed to make good and have charged you accordingly as this utility is exclusively used by that Unit.   

我的问题是
1）hot water meter 不合乎规范会怎么影响Co妹妹on area, 紧迫到需求Strata马上派人去装置？
2）假如 Meter有问题，是否应该Jemena （担任那块Gas的）派人来收费换和培修？
3）业主没有被通知到的话，这笔钱电工费能够拒付吗？

这你要问你的业主委员会，这么小的培修额度，委员应该是有权自行抉择全楼培修。
