As long as the company is incorporated in Australia. It is a resident for tax purposes.
It is not a requirement that the shareholders or the directors are Australian residents. However when applying for tax registrations the ATO will ask to prove the identity of the directors. The best way to satisfy this is to provide the TFNs otherwise certified ID documents are required.
