请问：澳洲CPA是不是能够帮他人退税

想求教大家一个问题，澳洲的CPA是否能够帮他人退税，免费的那种。仍是说必需是注册的tax agent才能够呢？刚在ATO网站上看到有四个unregistered tax agent分别被罚了好几万。谢谢指导。
