投资房的prepaid expenses

快到年底了，有个投资房的prepaid expenses的问题向大家求教

假如想要在6月30日以前prepay 下个季度的council rates 和水费，在尚无拿到 bill的状况下（rates的账单在7月issue， 水的账单在8月），prepay的费用能够做 2014-2015的deduction么？由于还不知道详细是多少，能够用本人估量的数字么？

此外，有人操作过prepay interest么？
