假如公司曾经为员工购买公家医疗保险， 并且支出达到要交surcharge, 1%的surcharge是否能够在退税时退回，好像1。5%medicare levy也能退回,right?

If you mean medicare levy, and you are not hoding any medicare cards. You can claim the 1.5% medicare and 1% surcharge back at the end of financial year. That is not depending whether you have medical insurance or not.
