父母保险和medicare卡的问题求助

父母曾经移民胜利，但要几年后才长住。请问第一次登陆时是不是要管理medicare卡。

我记得，管理medicare一年内要买private insurance。不然当前买要多付10%。请问这一条是不是合用白叟？

假如人注册medicare，但长时间在国外，是不是能够当前回来常住再买，并罢黜这个loading啊？
