求教fence问题

出租房街坊要求换fence，发了个报价colorbond大略一共小三千，20米。年终协商半天赞成咱们摊派1000。认为事件就此解决。
后果明天中介又打电话，说街坊定了下周开工，但要在底部加一条timber sleeper，900刀。要求咱们再摊派450。请问这个sleeper是必需的嘛？之前的报价里是option，倡议装。所以也没人提。当初中介却说的很首要，好像不装的话新fence就没基座会倒似的。

能够装，也能够不装。装了，fence公开就简直没有space了，小植物啥的就过不去。不装的话，从高空到colourbond panel的底部大略应该又20-30妹妹的缝。
