173转143之后能够马上请求Austudy吗

看到CENTRELINK的网站上说“To be paid Austudy, you also need to have been in Australia as an Australian resident for at least 104 weeks. There are some exceptions.”，请问173那两年算exception吗？我知道配偶的阿谁是算的，不知道父母阿谁算不算？

还有他们的payment是

父母两集体是能够拿到371.4 X 2吗，仍是就一份？
