同时担保父母和配偶能够么？

在booklet1外面看见说假如你请求了付费父母移民，并且你的配偶是在父母移民批准以前结婚的，你将在五年内不克不及担保该配偶。是否说只能先办配偶再办父母了？这类条款彻底不知所云啊，为了避免甚么呢？
If you have been granted a permanent contributory parent catalogvisa on or after 1 July 2009,you are unable to sponsor for a partner or fiancé visa for 5 years from your visa grant date if you were in a marriage or de facto relationships with that person on or brfore the date you were granted the contributory visa.
